भारत सरकार ने दिव्यांगजनों की शिक्षा रोजगार स्वास्थ्य बाधामुक्त वातावरण एवं सामाजिक सुरक्षा इत्यादि के प्राविधानों की समुचित देखभाल हेतु सामाजिक न्याय एवं अधिकारिता मंत्रालय, भारत सरकार, नई दिल्ली द्वारा दिव्यांगजन अधिकार अधिनियम 2016 बनाया गया है । दिव्यांगजनों के हितार्थ संचालित योजनाओं का शत-प्रतिशत लाभ दिव्यांगजनों को उपलब्ध हो सके, इसकी मॉनीटरिंग के लिए अधिनियम की धारा 79 के अंतर्गत कार्यालय / न्यायालय आयुक्त दिव्यांगजन उत्तराखण्ड की स्थापना वर्ष 2004 में की गई है। वर्तमान में कार्यालय का भवन न होने के कारण कार्यालय किराये के भवन पता:- 12 तिलक रोड, नियर बिन्दाल ब्रिज, देहरादून में संचालित है।

To ensure proper implementation of the provisions for the education, employment, health, barrier-free environment and social security of Persons with Disabilities (Divyangjan), the Government of India, through the Ministry of Social Justice and Empowerment, New Delhi, has enacted the Rights of Persons with Disabilities Act, 2016. To monitor that Persons with Disabilities receive the full benefit of the schemes run for their welfare, the Office / Court of the Commissioner for Persons with Disabilities, Uttarakhand was established in 2004 under Section 79 of the Act. As the office does not currently have its own building, it operates from rented premises at 12 Tilak Road, Near Bindal Bridge, Dehradun.

उत्तराखण्ड शासन, समाज कल्याण विभाग के शासनादेश संख्या 293/स0क0-04-145(स0क0)/03 दिनांक 29.01.2004 द्वारा देहरादून मुख्यालय में आयुक्त दिव्यांगजन कार्यालय की स्थापना की गई, जिसमें निम्न पद सृजित किये गये हैं:-

The Office of the Commissioner for Persons with Disabilities was established at the Dehradun headquarters by Government Order (GO) No. 293/S.K.-04-145(S.K.)/03 dated 29.01.2004 of the Social Welfare Department, Government of Uttarakhand, under which the following posts were created:

स्वीकृत पदों की तालिका: 1. आयुक्त, दिव्यांगजन – आई0ए0एस0 संवर्ग; 2. विधि सहायक – 1; 3. वरिष्ठ लिपिक – 1; 4. कनिष्ठ सहायक – 1; 5. वाहन चालक – 1; 6. अनुसेवक – 1

वर्तमान में कार्यालय/ न्यायालय आयुक्त दिव्यांगजन उत्तराखंड में श्री सुन्दर लाल सेमवाल (पी.सी.एस.) आयुक्त दिव्यांगजन तथा श्रीमती ललिता पांडेय, मुख्य प्रशासनिक अधिकारी कार्यरत हैं शेष पदों पर आउटसोर्स/संविदा आधार पर कार्मिक तैनात हैं तथा भारत सरकार द्वारा दिव्यांगजनों यूडीआईडी कार्ड शत- प्रतिशत बनाए जाने की योजना के सफल संचालन हेतु श्री चमन प्रभाकर को राज्य समन्वयक द्वारा कार्य कार्यालय/ न्यायालय आयुक्त दिव्यांगजन से किया जाता है

At present, Shri Sundar Lal Semwal (PCS), Commissioner for Persons with Disabilities, and Smt. Lalita Pandey, Chief Administrative Officer, are serving in the Office / Court of the Commissioner for Persons with Disabilities, Uttarakhand. The remaining posts are filled by personnel engaged on an outsourced/contract basis. For the successful implementation of the Government of India scheme to issue UDID cards to 100% of Persons with Disabilities, Shri Chaman Prabhakar works as State Coordinator from the Office / Court of the Commissioner for Persons with Disabilities.

उद्देश्यObjective

कार्यालय के गठन का मुख्य उद्देश्य दिव्यांगजन अधिकार अधिनियम 2016 में दिव्यांगजनों हेतु दिये गये प्राविधानों का शत-प्रतिशत सम्बन्धित विभागों से अनुपालन करवाना एवं दिव्यांगजनों का सर्वांगीण विकास कर उन्हें समाज की मुख्य धारा से जोड़ना है।

The main objective of constituting the office is to ensure full compliance by the departments concerned with the provisions made for Persons with Disabilities in the Rights of Persons with Disabilities Act, 2016, and to bring Divyangjan into the mainstream of society through their all-round development.
