भारत सरकार ने दिव्यांगजनों की शिक्षा रोजगार स्वास्थ्य बाधामुक्त वातावरण एवं सामाजिक सुरक्षा इत्यादि के प्राविधानों की समुचित देखभाल हेतु सामाजिक न्याय एवं अधिकारिता मंत्रालय, भारत सरकार, नई दिल्ली द्वारा दिव्यांगजन अधिकार अधिनियम 2016 बनाया गया है । दिव्यांगजनों के हितार्थ संचालित योजनाओं का शत-प्रतिशत लाभ दिव्यांगजनों को उपलब्ध हो सके, इसकी मॉनीटरिंग के लिए अधिनियम की धारा 79 के अंतर्गत कार्यालय / न्यायालय आयुक्त दिव्यांगजन उत्तराखण्ड की स्थापना वर्ष 2004 में की गई है।

To ensure proper implementation of the provisions for the education, employment, health, barrier-free environment and social security of Persons with Disabilities (Divyangjan), the Government of India, through the Ministry of Social Justice and Empowerment, New Delhi, has enacted the Rights of Persons with Disabilities Act, 2016. To monitor that Persons with Disabilities receive the full benefit of the schemes run for their welfare, the Office / Court of the Commissioner for Persons with Disabilities, Uttarakhand was established in 2004 under Section 79 of the Act.

उद्देश्य: कार्यालय के गठन का मुख्य उद्देश्य दिव्यांगजन अधिकार अधिनियम 2016 में दिव्यांगजनों हेतु दिये गये प्राविधानों का शत-प्रतिशत सम्बन्धित विभागों से अनुपालन करवाना एवं दिव्यांगजनों का सर्वांगीण विकास कर उन्हें समाज की मुख्य धारा से जोड़ना है।

Objective: The main objective of constituting the office is to ensure full compliance by the departments concerned with the provisions made for Persons with Disabilities in the Rights of Persons with Disabilities Act, 2016, and to bring Divyangjan into the mainstream of society through their all-round development.

राज्य में दिव्यांगजनों का अध्यावधिक विवरण वर्ष 2011 के जनगणना पर आधारित है। इसके अनुसार राज्य में कुल जनसख्या 1,01,16,572 के सापेक्ष 1,85,272 दिव्यांगजन है जो कुल जनसंख्या का 1.83 प्रतिशत है। वर्ष 2011 के जनगणना के अनुसार राज्य में दिव्यांग व्यक्तियों का श्रेणीवार विवरण निम्न तालिका में दिया गया है:-

The latest data on Persons with Disabilities (Divyangjan) in the State is based on the 2011 Census. According to it, there are 1,85,272 Persons with Disabilities against the State's total population of 1,01,16,572, which is 1.83 per cent of the total population. The category-wise details of Persons with Disabilities in the State as per the 2011 Census are given in the table below:

उपरोक्त 185272 दिव्यांगजनों में से 102787 (55.5%) पुरूष तथा 82485 (44.5%) स्त्री है तथा 134097 (72.4%) व्यक्ति ग्रामीण क्षेत्र तथा 51175 (27.6%) व्यक्ति शहरी क्षेत्रों में निवासरत है। उपरोक्त में से 51,872 (28%) दिव्यांग व्यक्ति 20 वर्ष से कम आयु के है। वर्ष 2001 की तुलना में यद्यपि कुल दिव्यांगजनों की संख्या में कमी हुई है, तथापि वर्ष 2011 की जनगणना के साथ जनपदवार तुलनात्मक अध्ययन करने पर यह पाया जा रहा है कि जनपद देहरादून, हरिद्वार, ऊधमसिंहनगर व नैनीताल में दिव्यांग व्यक्तियों की संख्या में वृद्धि हुई है। इससे यह प्रतीत होता है कि कई दिव्यांगजन पर्वतीय क्षेत्रों से मैदानी क्षेत्रों की ओर निवास हेतु स्थानांतरित हुये होंगे। उक्त तुलनात्मक विवरण का चित्रीकरण ग्राफ में दिया गया है:

Of the above 1,85,272 Persons with Disabilities, 1,02,787 (55.5%) are male and 82,485 (44.5%) are female; 1,34,097 (72.4%) live in rural areas and 51,175 (27.6%) in urban areas. Of these, 51,872 (28%) are below 20 years of age. Although the total number of Persons with Disabilities has decreased compared with 2001, a district-wise comparison with the 2011 Census shows that their number has increased in Dehradun, Haridwar, Udham Singh Nagar and Nainital districts. This suggests that many Persons with Disabilities may have moved from the hill areas to the plains. This comparison is shown in the graphs below:
